FCC Fines WTOY/Salem, VA for Late License Renewal App

The FCC's Media Bureau has proposed a fine of $7000 to Ward Broadcasting Corporation over the late renewal application of WTOY-AM/Salem, VA. In the Notice of Apparent Liability for Forfeiture the Commission fould that WBC failed to file a timely license renewal application for the station and engaged in unauthorized operation of the station after its authorization had expired.
The FCC's rules requires that applications that broadcast station renewals must be filed "not later than the first day of the fourth full calendar month prior to the expiration date of the license sought to be renewed." An application for renewal of WTOY-AM's license should have been filed by June 3, 2019, four months prior to the station's license expiration date.
The renewal application wase granted for a period of two years instead of a full term of eight years.
